The 1st Precinct Brotherhood Club Thomas Rathgaber Memorial Scholarship Fund was founded in the fall of 2007 in memory of Thomas J. Rathgaber. Officer Rathgaber was a devoted 1st Precinct Police Officer in the COPE Unit.  He was awarded “Cop of the Year” in 2003 in recognition for his dedication, devotion and exemplary police work. He was a dedicated son, brother and police officer known for his incredible work ethic, selflessness, loyalty, and devotion to his family and strong leadership qualities.
